Castellanos has worked in Canadian universities for 20 years and also said she "has never seen something like this". But the task of approving the export permits fell to the Liberals, who were lobbied by human rights activists to say no.

Several of those detained have been accused of serious crimes, including "suspicious contact with foreign parties", and could face up to 20 years in prison.

While the university hasn't received an official notification from Saudi Arabia, Castellanos has learned from some students they have been asked to leave Canada within one month.

Badawi's wife and children now live in Canada.

Raif Badawi was sentenced to 10 years in prison and 1,000 lashes for "insulting Islam" online back in 2014.

"Very alarmed to learn that Samar Badawi, Raif Badawi's sister, has been imprisoned in Saudi Arabia", she wrote. "We can't do it for them; they need to resolve it together", U.S. State Department spokeswoman Heather Nauert told a briefing.

The next day, the Canadian foreign ministry called for their "immediate release".

Canada's largest refinery in Saint John, N.B., owned by Irving Oil, relies on Saudi Arabia for almost 40 per cent of its crude supply, according 2018 statistics from the National Energy Board.

"The Saudi Ministry of Foreign Affairs has expressed disbelief by this negative unfounded comment, which was not based in any accurate or true information", the statement read.

"They have a life here that they are going to leave and they are being taken away from", she said. Saudi Arabia announced it was suspending future trade with Canada and severing diplomatic ties.

It is unclear what, if any, implications the move has for existing trade ties between the two countries.

The suspension of scholarships could affect the more than 150 Saudi Arabian students now studying in Regina.

The BBC's Martin Patience in Beirut says the surprise expulsion of the Canadian ambassador highlights the increasingly aggressive - and at times erratic - foreign policy being pursued by Saudi Crown Prince Mohammed Bin Salman. But, our correspondent adds, during the recent crackdown on activists he has also shown that he will not tolerate dissent.
