Merkel does turnaround on migrants in deal to save her German government

German Chancellor Angela Merkel reached a deal on migration with her Interior Minister Horst Seehofer, he said Monday, defusing a bitter row that has threatened her government.

The interior minister's "master plan", which triggered the present German government crisis just over two weeks ago, would see asylum-seekers who had already been registered elsewhere being shut out of Germany - a potential breach of European Union law and the Geneva Convention on refugees' rights.

It's called "secondary migration".

She said the compromise between the CSU and the CDU would secure the principle of freedom of movement within the European Union while allowing Germany to take "national measures" to limit migrant arrivals.

"Horst Seehofer is not concerned with finding a solution to migration policy; he wants to open the door to right-wing populism and overthrow the chancellor", she said.

It is unclear what effect Seehofer's resignation as interior minister and CSU leader, if he goes through with it, would have on the alliance between the two conservative parties and their governing coalition with the center-left Social Democrats.

Sources said Seehofer had not yet submitted the resignation and that some in the party were attempting to change his mind over the decision.

The CSU softened its stance in the face of withering criticism across party lines and poor polling results, insisting that the alliance with the CDU must live on.

Merkel and Seehofer met Saturday night for two hours. "We'll have more talks today with the CDU in Berlin with the hope that we can come to an agreement", Seehofer said, the Guardian reported. But, on Monday evening, he backed down saying he would keep his post now that he had made a deal with the chancellor on how to handle asylum-seekers arriving in Germany from the Austrian border. "We will stay together", he said to several minutes of applause, according to participants.

"The blame game between CDU and CSU must end, because it is irresponsible", she said.

By letting the CSU tear itself apart over its future in the coalition, Merkel may yet rid herself of a formidable foe in Seehofer - as she has with a string of other top conservatives in her 12-1/2 years in office.

Rome's hardline Interior Minister Matteo Salvini has stressed that his overburdened country is not ready to take in any more migrants.

Mr Seehofer blames his party losing seats to the far-right Alternative for Germany (AfD) during the last election on Ms Merkel's open-door refugee policy.

Seehofer said he wants to turn asylum-seekers who have already been registered in another European Union country back at Germany's border, but Merkel was adamant that Germany shouldn't take unilateral action.

Germany has received more than a million refugees in the last three years, mostly from Syria and Iraq.

He could defy her orders by ordering border police to carry out his plan, which would force her to fire him and nearly certainly break up the CDU-CSU alliance, or he could accept a humiliating climbdown or resign.
