OPCW confirms United Kingdom conclusion that Skripals were poisoned by nerve agent

The OPCW earlier released a report confirming the United Kingdom's findings that former Russian military intelligence officer-turned-British spy Sergei Skripal and his daughter Yulia had been poisoned with a nerve agent.

Johnson said: "There can be no doubt what was used and there remains no alternative explanation about who was responsible".

"The TAV [technical assistance visit] team notes that the toxic chemical was of high purity".

Russia has accused Britain of trying to drum up anti-Russian sentiment, suggested the British might have carried out the attack themselves. Russian Federation has denied any involvement in the poisoning and retaliated in kind.

In an executive summary made public at Britain's request, it said "the toxic chemical was of high purity" but did not name it.

The deadliness of the agent depended on the dose and how it was inhaled.

The OPCW was tasked with identifying the chemical, not with attributing its origin or ascertaining blame for the poisoning. It included "knowledge" that Russian Federation was stockpiling small quantities of the Novichok and that it been investigating ways of using nerve agents to carry out assassinations.

Sky News, however, referred to the poison as "Novichok", even though the OPCW report does not call the substance so.

The poisoning of Skripal, a former double agent who settled in Britain in 2010 after being released in a spy swap, showed "how reckless Russian Federation is prepared to be", the head of Britain's GCHQ spy agency said.

"This is based on testing in four independent, highly reputable laboratories around the world".

Ms Skripal, 33, was discharged from a hospital in the English city of Salisbury on Monday, where, she said, she was treated "with obvious clinical expertise and with such kindness".

She declined the Russian embassy's offer to help. "Until that time, I want to stress that no one speaks for me, or for my father, but ourselves", she added. The poison was also found in blood samples of Sergei and Yulia Skripal.

The Russian embassy is perturbed by a refusal from United Kingdom authorities to grant Ms Skripal's cousin Viktoria a visa to visit her family.

She also distanced herself from her cousin Viktoria Skripal, who has spoken to Russian media about the poisoning and has sought to visit Britain, although her visa was rejected.

"We'd really like to understand what exactly the British aspect did to adhere to its global obligation under the Vienna Convention on Consular Relations as well as the Allied Consular Convention, and that which were the reasons for this a unfounded conclusion", the embassy explained.

It says British authorities "must urgently provide tangible evidence that Yulia is alright and not deprived of her freedom".

The Russian embassy in London immediately raised doubts over the authenticity of the statement, claiming it "only strengthens suspicions that we are dealing with a forcible isolation of the Russian citizen".
