The Census Bureau hasn't included a citizenship question in its once-a-decade survey sent to all USA households since 1950, before the Civil Rights era and passage of a 1965 law created to help ensure minority groups in the count are fully represented.

People who are advised not to open their doors because it might be U.S. Immigration and Customs Enforcement agents knocking will be much less likely to open their doors for a census taker if the questions include one about citizenship.

The citizenship question was recently added at the request of the Justice Department to better enforce the Voting Rights Act.

For the 2020 census, couples living together will be asked to define their relationship to their partners in a new way - "same-sex" or "opposite-sex"?

In 1960, there was no such question about citizenship, only about place of birth.

A spokesman for Bennet described a citizenship question as intimidation that would depress participation in the census by Colorado's immigrant communities. One of the Census Bureau's biggest challenges in obtaining a count of all residents is non-response. Estimates about noncitizen population are already attained every year by asking about citizenship on the American Community Survey, which the Census Bureau continuously mails to 2.5 million households every month.

"The same kind of thing could apply to naturalized citizens", he said.

Lawmakers on Capitol Hill have also expressed concerns in recent months about the Census Bureau's preparation for the 2020 count, and recently passed legislation to increase spending at the agency by $1.3 billion this fiscal year.

That is all the Census was meant to do: Perform a head count every 10 years so the federal government could make its representation and tax disbursements fair and balanced. The information it gathered helped to establish the United States as we know it today.
