Justine Damond Ruszczyk's Alleged Killer Charged

The prosecutor alleged Noor's actions went against his training.

Last year, Ramsey County Attorney John Choi pressed charges against St. Anthony Police Officer Jeronimo Yanez after he killed St. Paul Public Schools cafeteria worker Philando Castile during a traffic stop. "But he won't answer my questions, because he doesn't have to, OK? We respect the criminal justice process and wait for the case to proceed before making further comment".

Freeman said they had no choice but to convene a grand jury and subpoena the officers.

Minneapolis police officers scoped the area but found nothing.

Police Officers Federation of Minneapolis President Bob Kroll said in a statement on the police union's Facebook page Tuesday afternoon, "The Federation isn't privy to the details of the criminal case and can not comment on specifics of the case". She says the incident has been going on for a while.

Officer Mohamed Noor, 32, turned himself in this morning on an apprehension warrant for the two charges, and he was booked into the Hennepin County Jail subject to $500,000 bail, the Minneapolis Star Tribune reported. Damond Ruszczyk deserves "justice", said Levy-Pounds, but so did Jamar Clark, an unarmed Black man who was killed in 2015 by Minneapolis police officers - Freeman chose not to prosecute the officers involved in Clark's shooting. He claimed he was anxious for his life, and pulled his gun, pointing it downward as he tried to assess the threat.

Freeman said the officers had gone through classroom and gun range training on identifying targets and threats before shooting, as well as decision-making.

"Today Mike Freeman reversed course on his early and long-standing tradition of excusing and justifying the violent behavior of police officers towards residents of Hennepin County", stated Levy-Pounds.

Their statement says justice "demands accountability for those responsible for recklessly killing the fellow citizens they are sworn to protect".

The Australian-based Ruszczyk family and the family of Mr Damond released a joint statement, describing the decision to charge Noor as "one step toward justice for this iniquitous act".

"We remain hopeful that a strong case will be presented by the prosecutor, backed by verified and detailed forensic evidence, and that this will lead to a conviction", they said. "It is not a coincidence that charges were brought against a Black officer who is also Muslim and Somali".

The lack of video was widely criticized, and Damond's family called for changes, including when officers are required to turn on their cameras.

Freeman held a press conference in the afternoon.

The officer, Mohamed Noor, is alleged to have shot Ruszczyk, who went by Justine Damond, after she called police on July 15 past year to report a possible sexual assault happening near her home. "He reaches across in front of his partner, shoots a gun at an object that he can't see".

Harrity told investigators he was startled by a loud sound near the patrol auto shortly before Noor fired.

Paramedics were called but Damond died at the scene. In a statement, Minneapolis Police Chief Medaria Arradondo doesn't specifically say Noor was terminated, but he that Noor's "end date" was today.
