Kelly last week ordered an overhaul of the White House security clearance process, following disclosures that Rob Porter, the former staff secretary, maintained access to highly classified information despite being unable to obtain a permanent clearance because of allegations of domestic abuse by two former wives.

Administration officials are said to be examining ways that Kushner can continue to be engaged in sensitive discussions and his diplomatic missions, which have also included China, without needing a top-level security clearance.

But in placing responsibility for the matter with Kelly, Trump was handing the contentious issue to someone with a complicated, and increasingly caustic, relationship with Kushner.

There was no sense that Mr. Kushner would be leaving his job.

A report from the New York Times earlier this week said that Kushner's "resisting" giving up his access in a clash with Chief of Staff John Kelly.

The new information on Kushner that Rosenstein warned the White House about, though not publicly known, could put Kushner under further scrutiny by Robert Mueller's investigative team amid the Russian Federation investigation.

Earlier in February, Deputy Attorney General Rod Rosenstein called White House counsel Don McGahn to inform him that there were ongoing issues with Kushner's security clearance. The White House has repeatedly refused to comment on the clearances of senior staffers.

At his news conference Friday, Trump defended his son-in-law, who he noted does not draw a salary.
